There is an eerie feeling in Mauritius these days.
The
political landscape is being redefined. The strangeness is familiar. We
have witnessed it whenever a coalition dies or takes birth. This time is
no different.
The story is scripted but never ceases to amaze by its sheer ridicule.
This is
in line with the zeitgeist. Form takes precedence over substance. As
evidenced
by an unneeded PR system instead of the uprooting of financial
masquerading in
politics </div>

<div class="MsoNormal">
The characters are familiar. The undermined faction is all
alone, contemplating defeat. Desperate and occupying the moral high ground;
their haloed figure talking about trust and telling us that he fears none. Others,
left stranded in wilderness and out of the fray for long, have a shot at a last hurrah. There is
some solace for them as the limelight beckons for a short stay. Some who have
yet to make it; rejects of mainstream parties, failed leaders of paltry movements,
serial party switchers, pose as the future. The media tries to give us some
hope that it is not all dynasties. Political protégés from impotent
institutions want the golden ticket, their slice of the cake. Our P.M wants all
of it. The certified yes-men are at ease having no trouble segueing from one
partner to another. The lure of power is indeed strong. </div>

<div class="MsoNormal">
Beyond the noise lies an opportunity for grand scale change.
This is a chance to dream big and pursue the possibility of doing away with our
past demons. The burden of pre-independence divisions was
made clear when a thinly-veiled mention of the illusory Hindu hegemony was used
as political carrot to gain any form of mileage by a decaying party. The
elimination of the BLS is a progressive step of significance but should augur
greater upheavals. The accountability of elected members remains a sore spot
with little done to cure a malady that allows incompetents to be present in
positions of power and authority. Our democracy is broken with the renewal of
ideas that has been halted. To ensure that this is no longer the case, the
system cannot promote the voting of incumbents. The limit on the
number of mandates needs to become a reality.</div>

<div class="MsoNormal">
Legislative amendments mean nothing without economic
bravado. The vulnerability of employees has been further deepened with little
protection offered to them and laws that are clearly not here to protect them
against corporations. This is why we need a leadership that is strong
and can act in favour of those that cannot defend themselves. Paul Samuelson pointed
out that the three roles of a Government are to redistribute income fairly, to
provide quality public goods and thirdly through monetary and fiscal policies
as well as regulations the ensuring of macroeconomic stability. There is the need for
leaders that can afford us this type of environment.</div>

<div class="MsoNormal">
There is clarity after chaos. The post-independence years
have been troubled; while progress has been achieved, corruption has flourished.
No real attempt to regulate parties has been made. The middle class has
increasingly been weakened. Politicians should aim at bringing real
transformation instead of being sidetracked by gossamer changes.</div>

struggle. The people who make it special. And I am not talking about the
leaders who tarnish its name but the thousands of militan that have faith in
change. </span></div>

<span style="font-family: "Times New Roman","serif"; font-size: 12.0pt;">However, the MMM is dying. Hanged by
the hands of its own generals, drowned in the abysmal desire to gain power,
left bleeding by the greedy intentions of some, the purple legion sighs and
watches as its puppeteers lead it astray once again. </span></div>
<div class="MsoNormal" style="line-height: normal;">
<span style="font-family: "Times New Roman","serif"; font-size: 12.0pt;">The Best Loser System which was
pertinent decades ago has become a fresh battlefield of archaic ideas. Hence,
the Hindu peril is talked about in a tone so absurdly serious as if there was an
imminent risk of oppression on minorities in 2012. But then, this was to be
expected from the sowers of division and hate which incidentally are present in
all segments of our population. </span></div>
<div class="MsoNormal" style="line-height: normal;">
<span style="font-family: "Times New Roman","serif"; font-size: 12.0pt;">Nevertheless, an absence of stance
on an issue so vital was not expected of the MMM. Not by the movement that once
celebrated oneness and which placed Mauritianism at the foundation of a new
society. This latest volte-face of the MMM is but one in a long list of
renouncements designed to create some form of political momentum in its favour.
An impetus that it has yet to gain despite the formidable press conferences,
brilliant ideas and highly-productive <i>koz
kozer</i> sessions.</span></div>
<div class="MsoNormal" style="line-height: normal;">
<span style="font-family: "Times New Roman","serif"; font-size: 12.0pt;">While religious voices are
definitely needed to craft a Mauritian identity, their presence in the
political sphere has done more harm than good to our country. Politicians exist
to uplift the debate from an emotional level to a rational one. This is what
separates reactionaries and progressives. This is what stands between the MMM
and its salvation.</span></div>

Bien qu’idéalement la question d’avorter ne doive intéresser que les personnes concernées, c’est impératif que nous considérions la question par rapport aux réalités de notre société.</p><p><br /> <strong>Quand avorter : Grossesse accidentelle, viol, grossesse précoce, danger pour la vie de la mère porteuse</strong><br /> Nous entendons certes l’indignation des détracteurs de la légalisation de l’avortement. Mais cessons pour une fois d’être hypocrites et égoïstes. Nous ne savons pas ce qui peut pousser une femme à vouloir avorter. Nous ne pouvons imaginer comment doit se sentir cette femme. Nous ne pouvons imaginer la douleur d’une femme qui a été violée et qui doit ensuite porter l’enfant de celui qui l’a détruite, de le voir grandir, au risque de ressembler au « papa ». Nous ne pouvons connaître les raisons qui poussent un couple à décider que la venue d’un enfant est indésirable. Nous ne pouvons imaginer ce que ressent une personne se retrouvant enceinte accidentellement.</p><p><br /> Un enfant est certes innocent. Un enfant, c’est la vie. Cependant, penser que la légalisation de l’avortement dans certains cas précis est souhaitable ne fait pas forcément de nous des monstres. Est-il juste qu’à cause de la loi, une femme accouche d’un enfant qu’elle ne désire pas ? N’est-ce pas encore plus cruel pour cet enfant qui devra vivre avec ce poids ? Et les cas où l’enfant naît dans une famille ne pouvant s’occuper convenablement de lui ? Car si nous ne nous voilons pas la face, ils sont nombreux les cas d’enfants « accidentels » ou non désirés au départ. Malgré toute l’indignation que pourraient ressentir certains, il existe des mères pour dire que l’enfant n’était pas désiré mais qu’il n’y avait pas d’autre alternative.</p><p><br /> Cependant, nous ne pouvons nier les réalités de notre société. Nous vivons, sur une petite île certes, mais au 21e siècle. Si nous y réfléchissons de manière réaliste et objective, elles sont peu nombreuses les jeunes filles en âge de tomber enceinte qui ne savent pas comment cela arrive. De plus, dans les cas où il y aurait le risque d’être enceinte, les méthodes existent qui permettent d’empêcher la grossesse sans avoir recours à l’avortement, telle la pilule du lendemain.</p><p><br /> <strong>Légalisation, mais dans certains cas</strong><br /> Voilà pourquoi nous proposons de légaliser l’avortement, mais dans des cas spécifiques. Parmi les critères, nous pensons qu’il faut surtout considérer l’aspect scientifique qui précise de manière claire à quel moment le fœtus est considéré comme un être vivant. Nous devrions éviter de tomber dans le cliché qu’un caillot de sang est un être vivant à part entière. Après douze semaines, le fœtus est suffisamment développé. Les artères et les vaisseaux coronaires sont présents et le sang circule à travers tout le petit être. Les cordes vocales sont formées, et l’enfant peut même de temps en temps pleurer silencieusement. Le cerveau est formé et l’enfant peut ressentir la douleur. Avant ce délai, le fœtus ne peut pas encore ressentir. C’est pourquoi, passé ce délai, se faire avorter devient un acte inhumain, synonyme de crime.</p><p><br /> De plus, l’IVG (Interruption Volontaire de Grossesse) ne comporte que des risques minimes. Elle est comparable à la plupart des interventions chirurgicales courantes. Le seul hic qu’il pourrait y avoir, c’est la phase de regret par laquelle pourrait passer la femme après avoir avorté. Le fait d’avorter durant les douze premières semaines en minimise les risques. Un suivi psychologique est toutefois recommandé après un avortement.</p><p><br /> <strong>Un corps médico-légal pour l’avortement</strong><br /> Nous sommes entièrement d’accord avec la position du Procureur Général sur les cas spécifiques où l’on peut pratiquer l’avortement. Cependant, nous pointons du doigt la manière préconisée pour octroyer le droit d’avorter. Nous ne pensons pas que la meilleure décision serait celle prise par un comité composé du Secrétaire Permanent (P.S) au Ministère de la Santé et de deux médecins.</p><p><br /> Nous proposons à la place qu’il y ait un corps médico-légal pour l’avortement composé de deux médecins spécialistes en la matière, dont l'un assurerait la présidence du comité et ratifierait la décision du comité, un homme de loi, un psychologue, et deux membres appartenant à deux ONG (Organisation Non Gouvernementale) différentes comme la MFPWA (Mauritius Family Planning Welfare Association) et Amnesty International, et que quatre des cinq membres soient en faveur pour que le droit d’avorter soit accordé.<br /> Le droit à la vie ne doit pas devenir une condamnation pour un être innocent, et même deux êtres innocents si nous pensons aux grossesses précoces ou aux victimes de viol. Beaucoup seront ceux qui taperont du poing pour s'élever contre l'avortement. A ceux-là nous disons : Serez-vous prêts à adopter l'enfant abandonné parce que né d'une grossesse non désirée ? Serez-vous prêts à reconstruire la vie de l'adolescente violée qui doit en plus vivre avec cet enfant et voir tous ses rêves s'envoler ? Pour l’heure, on se contente de laisser travailler les institutions en voulant bien croire à leur indépendance d’action.<br />
Or, le dernier épisode auquel nous avons eu droit a surpris bon nombre de Mauriciens. Nous avons tous appris, avec un certain étonnement pour certains, l’arrestation du Dr. Zouberr Joomaye. Que devrions-nous en penser ? Moi, je ne suis qu’une simple citoyenne, aucunement experte en matière légale. Je me passerai donc de commentaires sur l’aspect légal de cette affaire. Cependant, comme bon nombre de Mauriciens, je me pose des questions. Nous ne savons pas à ce jour si les révélations sont vraies ou fausses. Ce que nous savons c’est que le Docteur en question est devenu suspect du jour au lendemain. Il a été arrêté pour <i>« conspiracy to fabricate facts against the Prime Minister »</i>.<br />
Où est la vérité et où est le mensonge, nous ne le savons pas encore. L’enquête est en cours. Mais nous aimerions comprendre comment on devient suspect aussi rapidement. Est-ce parce que les allégations impliquent une haute personnalité ou est-ce parce que ces allégations seraient gênantes pour certains ? Nous ne le savons pas. Mais on peut d’ores et déjà sentir une certaine méfiance et une crainte de machination. Devrait-on craindre que les institutions soient utilisées par certains ? Devrait-on craindre d’être incriminé pour avoir cru dénoncer une injustice ?<br />
Comme si la saga MedPoint ne suffisait pas pour un si petit pays, nous avons aussi eu droit à l’affaire Khamajeet. Comme tout Mauricien qui écoute la radio, nous avons entendu une certaine bande sonore incriminant le PPS. Là encore, on se demande où est la vérité. Etait-ce une manipulation d’un journaliste en quête de sensation ? Dans ce cas, comment expliquer les menaces de mort qu’il recevrait ? Sommes-nous toujours dans le sensationnel ou devrions-nous nous poser des questions ?<br />
Sans incriminer qui que ce soit, que cette bande sonore soit la vérité ou une pièce montée, ce qui m’intéresse à ce jour, c’est l’implication du contenu de cette bande. Supposons un instant que ce soit des paroles effectivement prononcées par une personne quelconque dont nous ignorions l’identité. Alors, cela répondrait certainement aux questions concernant le désintéressement des jeunes pour toute la chose politique. Cela expliquerait aussi pourquoi les jeunes partis poursuivre des études ne reviennent pas au pays. Quelle place laissent de tels mots à la méritocratie ? C’est assez inquiétant en soi. Ou peut-être est-ce la faute aux habitudes des mandants eux-mêmes ? Parce qu’en fin de compte, dans notre pays, ils sont nombreux encore à apporter leur aide à un candidat à des élections en attendant, comme Perette, que <i>« la poule ponde son œuf pour s’acheter un bœuf »</i>.<br />
Ces interrogations semblent d’autre part confirmer l’atmosphère qui règne dans notre société, telle que reflétée par les réseaux sociaux. A l’heure des Nouvelles Technologies de l’Information et de la Communication, nous sommes nombreux sur les réseaux comme Facebook. Et qu’y voit-on ? Des jeunes qui s’interrogent sur leur chance de trouver un emploi. Des jeunes qui s’interrogent sur la liberté de l’individu. Des jeunes qui craignent d’être interpellés pour avoir critiqué tel ou tel politicien…<br />
Est-ce la mort de la démocratie dans notre île ? Censure de la presse, intimidation de journaliste, arrestation de témoin, la liste est longue. Et commence à ressembler de trop près à un régime de dictature. Face à toute cette crise, le peuple ne demande qu’une chose. Que la lumière soit faite sur la vérité. Que la démocratie prime. Que ceux à qui le peuple admirable a accordé sa confiance pour diriger ce pays réagissent !<br />

Pour le président de l’aile jeune du Mouvement militant mauricien (MMM), Chetan Ramchurn, l’on ne peut comparer jadis à maintenant : « À l’époque, il y avait un vent révolutionnaire qui soufflait sur le monde et à Maurice. Il y avait l’espoir de vouloir changer le monde. Les jeunes étaient contestataires, rebelles. Aujourd’hui, les choses sont devenues floues. » Les alliances et mésalliances « ont beaucoup brouillé les esprits. Il y a eu une perte de confiance dans les politiques ».<br />

Ce qui n’empêche pas les jeunes, selon Chetan Ramchurn, de suivre ce qui se passe en politique, mais « ils n’ont pas envie de s’engager ». Pour lui, les jeunes « croient que la politique c’est sale. Or, ce n’est pas une image exacte. Nous au MMM, nous avons une idéologie qui nous porte. La politique, c’est très noble ».<br />

Chetan Ramchurn partage cette opinion : « Nous vivons dans un monde carriériste où la grande majorité est davantage intéressée à gravir les échelons le plus vite possible et à se faire de l’argent. We feel that our current electoral system could be further improved so as to address the following: no or feeble opposition (1982, 1991, 1995, 2000), unstable government (1976), breeds communalism and casteism; which need to be addressed to so as to ensure greater democracy in Mauritius.</span></div><div><div class="MsoNormal"><span lang="EN-GB"><br />

In a crowd of ten persons, if one person raises his/her voice, he/she will be heard. However, increase this crowd and leave the one person voicing the one opinion, and the crowd will ignore him/her. Following this logic, Rodrigues often remaining forgotten ought to have been taken into consideration.An increase in the deputies of the Island of Mauritius needs to be followed by and increase in deputies for the island of Rodrigues. It is to be noted that Louis Joseph Von Mally was a member of that select committee.</span></div><div><div><div><div class="MsoNormal" style="background-color: white;"><br />
</div><div class="MsoNormal"><b><span lang="EN-GB">Mauritians living abroad</span></b></div><div class="MsoNormal"><span lang="EN-GB">With the current FPTP (First Past The Post) system, it is understandable that it is difficult to allow for Mauritians abroad to vote from there. Even the proposed reform does not create the necessary conditions for them to vote. We are not to think that Mauritians abroad do not care about their homeland. They are the true ambassadors of our little dot in this vast world. Had we adopted the direct Proportional Representation (PR) system, we could have created the necessary conditions for our countrymen abroad to vote from where they are.</span></div><div class="MsoNormal"><br />
</div><div class="MsoNormal"><b><span lang="EN-GB">Electoral boundaries</span></b></div><div class="MsoNormal"><span lang="EN-GB">We have witnessed thrice the whims of those in power not to present the Electoral Boundaries Commission (EBC) in the parliament. 1995 – 2000 and 2005 – 2010 with Navin Ramgoolam; and 2000 – 2005 with the MMM/MSM alliance. Even if during 2000 – 2005, the report was not presented by the EBC, parliament could have presented the previous report. Not carrying out this exercise falsifies the results of the FPTP system since the value of each vote cast is NOT equal to that of every other vote. As long as we are going to continue using wholly or partially the FPTP, conditions must be set-up that the suggestions of the EBC be ALWAYS presented and voted in the National Assembly . With direct PR, this would not have been necessary.</span><br />
<div><div><div><div class="MsoNormal"><b><span lang="EN-GB">Anti-defection law</span></b></div><div class="MsoNormal"><span lang="EN-GB">A defector (fr: transfuge) is a deputy who switches party allegiance or change sides from government to opposition or vice-versa.<b> </b>The MMM has recently adopted a firm position that it is against defectors. The MLP says that it is against defectors; which was to be proven by the New Local Government Act; but the recent actions of taking Jim Seetaram and Mireille Martin have raised doubts whether the MLP really favours an anti-defection law (fr: loi anti-transfuges). </span></div><div class="MsoNormal"><span lang="EN-GB"><br />
</span></div></div></div></div><div><div><div> <div class="MsoNormal"><span lang="EN-GB"><span style="background-color: white;">Taking the Indian parliamentary model as an example since India has an an anti-defection law , India has around 800 deputies in its parliament. 20 defects over the 800 is comparable to 1 dissident over each 40 deputies. Mauritius can very well adopt an anti-defection law if the party list system is applied. Each defector will be replaced by another one on the party list of the same party. If the defectors are 10 deputies or more (10% or more), then the defectors can form a party of their own and stay as deputies in the parliament with NO party list. Do the defectors' party breaks up further; and ends up with less than 10 deputies, then all deputies lose their seats in parliament, and the party which they left on first place can name deputies as per its party list. </span></span><b><span lang="EN-GB"><u style="background-color: white;"><span style="font-family: times new roman,serif;"></span></u></span></b></div></div><div class="MsoNormal"> <b><span lang="EN-GB">Political parties funding</span></b></div></div><div class="MsoNormal"><span lang="EN-GB">An electoral reform must also take into consideration that the conduct of election campaigns is regulated to ensure legality and fairness; whereby funding of political parties. Funding ceiling ought to be calculated using a simple formula – the ceiling of funding of a political party ought to be an amount for each voter plus an additional fixed amount. More important to the law is to ensure that the law or regulation is respected.</span></div><div><div> <div class="MsoNormal"><br />
</div><div class="MsoNormal"><b><span lang="EN-GB">Reducing the gap between villages and towns</span></b></div><div class="MsoNormal"><span lang="EN-GB">As long as FPTP exist in our system, gap between towns and villages will continue existing. The little 30 or 40% of voters are not taken into consideration in a constituency where they have obtained no elected member. A party elected mainly by those in villages usually neglects development in towns and vice-versa. Had there been a direct PR system, political parties would acknowledge the importance of every single vote and they would ensure that development is in every nook and corner of Mauritius.</span></div><div class="MsoNormal"><br />
</div><div class="MsoNormal"><b><span lang="EN-GB">Communalism and casteism</span></b></div></div></div></div><div class="MsoNormal"><span lang="EN-GB">2010 elections: Looking at the list of elected members, it is observed that all ethnic components of the Mauritian population are fairly well represented without having to apply the BLS. Mauritius is MORE THAN FORTY YEARS away from the years 1950's and 60's. The above mentioned report underlined clearly: “There is a grave danger of perpetuating communalistic politics. It is a known fact that candidates at constituency level are selected so as to “secure” the electorate of that particular constituency.” So long the FPTP and BLS exist; so long communalism and casteism will exist in Mauritius. With the direct PR; voting on a party list, there is no candidate having a definite constituency. Tomorrow for instance, we could very well see Bérenger serving the electorate of Triolet and Ramgoolam that of Rose-Hill. For Militants and Mauritians, this would be the ultimate bliss and reward for the long fought harsh battle – Remplacer la lutte des races par la lutte des classes. C’est une question qui est toujours d’actualité. Doit-on l’appliquer ou non? Le débat divise et il y a des arguments forts des deux côtés. Même si les opinions divergent il nous semble intéressant d’analyser la question.<br />
Considérons dans un premier temps les arguments en faveur de la peine capitale.<br />
La peine de mort constitue un châtiment, un moyen de rendre justice. Certains crimes sont en effet tels qu’ils poussent à s’interroger sur l’humanité du criminel. Quel humain pourrait violer un enfant de deux ans, battre à mort son propre enfant, violer et tuer une personne âgée? De ce fait, on pourrait considérer qu’il n’est pas logique d’invoquer les droits de l’homme, d’autant plus que les criminels n’ont souvent pas conscience d’avoir commis un crime.<br />
La peine de mort est aussi un moyen de dissuasion. On pourrait objecter que la peine de mort ne fait pas baisser la criminalité, mais d’un autre côté, elle ne la fait pas augmenter. Toujours est-il que la peine de mort peut constituer un argument dissuasif fort.<br />
La peine de mort permet aussi de prévenir contre la récidive. Combien de criminels recommencent cinq, dix, vingt fois leurs ignominies avant d’être repris par la justice? Il existe certes le risque d’une erreur judiciaire, mais une erreur judiciaire ne vaut-elle pas mieux que plusieurs victimes innocentes qui n’auront jamais la chance de passer devant un tribunal? On pourrait aussi se demander s’il existe une différence entre le condamné à perpétuité par erreur et le condamné à mort par erreur car la peine à perpétuité est tout aussi inhumaine.<br />
D’un point de vue économique, il est indéniable que l’exécution d’un condamné coûte énormément moins qu’une peine à perpétuité. Est-il juste que le contribuable qui prive ses enfants doive payer des impôts qui serviront en partie à nourrir, loger et blanchir des criminels? Est-il juste qu’un père de famille qui se prive pour nourrir sa famille paye des impôts pour donner poulet, poisson, bœuf, légumes, fruits et yaourt à une personne ayant fait un si grand tort à la société?<br />
Si ces arguments nous semblent suffire pour justifier l’introduction de la peine de mort, nous ne pouvons considérer la question indépendamment de la réalité locale ni sans considérer la question d’un point de vue humain.<br />
Si certains crimes poussent à considérer le criminel comme n’étant pas humain, il n’en demeure pas moins qu’il en reste un. De ce fait, nous pensons que chaque individu a droit à la vie et à une seconde chance. Appliquer la peine de mort est synonyme de violer les droits fondamentaux de l’homme. Certes, on peut dire que le condamné a privé quelqu’un de la vie. Mais ce n’est pas pour autant que nous devons appliquer une méthode d’âge de pierre pour venger la victime. Appliquer la peine de mort, ne nous ramène-t-elle pas au même niveau que le criminel que l’on juge?<br />
De plus, si la peine de mort peut constituer un argument dissuasif dans certaines circonstances, on peut se demander si c’est toujours le cas. Est-ce que la peine de mort empêche le crime? Est-ce que la criminalité est vraiment basse comparativement dans les pays ou états où la peine de mort est en vigueur? La criminalité ne serait-elle pas plutôt le reflet d’une société malade? A qui la faute si la pauvreté se répand comme la peste, si les valeurs morales disparaissent? A qui la faute si la société produit un sentiment de frustration intense, un mal-être, un sentiment d’inégalité et d’injustice?<br />
Qu’en est-il de quelqu’un qui n’a pas les moyens pour avoir un excellent avocat ? Et que fait-on des préjugés sur la race, la communauté ou l’appartenance ethnique des individus qui risqueront d’influencer les jugements? Nous pouvons nous interroger dans une société ou la lutte de classe est toujours d’actualité. Quelle garantie de l’efficacité de la peine de mort pouvons-nous donner dans une société où l’argent, la race, l’appartenance ethnique pèsent toujours dans la balance ?<br />
Alors que faire devant ce dilemme ?<br />
Dépendant de la nature du crime et de l’âge de l’accusé, on pourrait mettre en place des moyens de réhabilitation. Beaucoup de moyens existent déjà, mais le taux de criminalité et de récidive semble indiquer un manquement. Si certains prisonniers bénéficient d’une formation, ne serait-elle pas plus efficace couplée d’un suivi psychologique? Ainsi à sa sortie de prison, document prouvant sa bonne foi en main, il peut essayer de se racheter envers la société. Il pourrait alors bénéficier de structures mises en place par l’État, avec l’aide des ONG, d’un suivi pour garantir sa réinsertion. Il est aussi important de l’aider à affronter le regard des autres. Même si la population est informée, et que beaucoup sont prêts à donner une seconde chance, le regard des autres est souvent réprobateur.<br />
Nous avons aussi la question du poids économique des prisonniers. Une des solutions possibles serait les travaux d’intérêt généraux par exemple. On pourrait les faire travailler sur les chantiers de l’État, ce qui les ferait payer leur dette envers la société tout en contribuant à l’État. Il suffirait d’investir dans des bracelets électroniques au lieu de dépenser l’argent de l’État dans des acquisitions dont l’efficacité demeure douteuse. Le prisonnier ayant une certaine formation pourrait aussi mettre ses connaissances au service du pays, ou organiser des sessions de formation avec ses codétenus. On devrait aussi pouvoir avoir différentes structures pour petits et grands délits.<br />
Finalement, la situation n’est que le reflet de notre société et nous sommes tout aussi à blâmer que les institutions, les politiques, le système éducatif, l’économie. Nous faisons face à une perte de valeurs morales. Nous sommes devenus indifférents aux souffrances des autres et contribuons ainsi indirectement à leur aliénation. Nous jugeons les ex-détenus et portons sur eux un regard réprobateur au lieu de les aider. Combien sont-ils, ces hommes et femmes sortis de prison, à qui il n’aura suffi qu’une main tendue pour s’en sortir ?<br />
Acceptons nos erreurs. Nous sommes tous aussi coupables des crimes effectués chaque jour. Nous sommes tous humains et l’erreur est humaine. Ne cherchons pas la voix facile qui pourrait nous coûter cher. Trouvons des moyens justes, en adéquation avec la morale et la société pour combattre la criminalité à Maurice. La société, c’est notre image. Préservons-la, perfectionnons-la!<br />

There are various signs pointing towards the failure of their endeavour:<br />
The movement itself has been inflated by the organisers who already had contacts within the local media. Thus, the inflated number of around 20,000 fans on Facebook is the direct result of the semi-celebrity status and media contacts of the organisers, and not a natural adhesion from 20 thousand angry youngsters. Any movement inflated either by money or celebrity is bound to deflate afterwards, and will be ephemeral.<br />
It is easy to like a Facebook group in front of one’s PC while sitting comfortably on a chair. Getting the numbers on Facebook is not so hard when you have the proper logistics and networking. However, what is really hard is to engage the fans into turning their “likes” into a concrete form of protest: marching on the streets on a Saturday afternoon. How many youngsters will choose to go to Port Louis instead of the revision sessions of private tuitions in the middle of the third term? How many Facebookers, who have been tired by a long working week, will really sacrifice a Saturday afternoon for an abstract cause?<br />
Organising a protest march one day after the day dedicated to the Blessed Father Laval is a sign of political naivety and a disrespect to the sensibilities of the multi-cultural Mauritian community. This is the sort of mistake which tells you that the organisers do not have the proper knowledge and tact to handle a multi-cultural country. Alienating a sizeable section of the Mauritian community - the one which right now feels the more inclined to protest - by choosing a stage a protest march the day after 9/9 is a grave political mistake.<br />
The laudable demands of the march are based on the assumption that the Mauritian Youth in general wants a country free of communalism and corruption: WRONG. The organisers would do well to attend one election campaign for the student unions of the UoM and UTM, and revise their expectations towards the Mauritian youngsters. In fact, I have seen enough to be convinced that equality and justice is a value truly cherished by a minority of idealist young people. Sadly, most Mauritian students nowadays are inclined to bend the rules or have resort to communalism if it suits their interests. <i>Saken rod so bout!</i><br />
The Mauritian people like to complain, but are not in urgent need of change. Most of them have enough to eat and enough drama to entertain themselves. They are truly well asleep with the bread and circuses provided by the three traditional parties, and the protest march will be yet another entertaining event, which will be long forgotten in a few weeks time.<br />

</div><div class="MsoNormal">For most of 2011, people have vehemently denounced the misuse of power. Clear in their rejection of the opaqueness surrounding the Medpoint issue. The latter, the culmination of years of shadiness in political spheres confirmed that power was effectively centralised in the hands of a few.<span> </span>Then, how could it be that instead of empowering citizens through direct democracy and counter the hegemony of parties, we find ourselves trapped in a debate on the need for Proportional Representation. Somehow, the right message never got to those wielding power…</div><div class="MsoNormal"><br />
</div><div class="MsoNormal"><b>Issues with Proportional Representation</b></div><div class="MsoNormal">What we should ask ourselves is whether the introduction of the proposed amended electoral system would cure the most pertinent ills of the present one. Would greater accountability from MPs be gleaned out of it? Would it boost the number of competent figures and ensure that local concerns are taken into consideration? Would it help severe ties between corporate powerhouses and political factions? David Cameron, in an article for the New Politics series in The Guardian, highlighted that;</div><div class="MsoNormal"><br />

</i></div><div class="MsoNormal">Electoral Reform, the one which is needed, would scrap the BLS system, cure the political funding mess and ensure a greater balance between the Legislative and the Executive. Farcical it has been these last few weeks; People and parties with dimming political futures managing a last hurrah by making allegations of all kinds and belittling their former colleagues. And what about the people of this country? Should we leave buzz-seekers to cater for their needs or should serious members of parties finally own up to their responsibilities?</div><div class="MsoNormal"><br />
</div><div class="MsoNormal"><b>The case for direct democracy in Mauritius</b></div><div class="MsoNormal">The need for greater involvement of voters in the democratic life of our country is a must. If referendums on an occasional basis are a sign of a healthy democracy, then Mauritius as a democratic state has been in the coma for long enough to be declared dead. The ideal model would be one in the lines of the Swiss system where citizens are empowered enough to have their say on non-recurring expenses above a certain sum of money and can initiate new legislations and have the authority to amend laws. </div><div class="MsoNormal"><br />
</div><div class="MsoNormal">Even more importantly, an open society would stimulate public discussion and would offer citizens the platform where they can vigorously debate government policies. This contrasts with the superficial democracy we presently have where involvement is limited to one voting expedition every five years and decisions are in the hands of a few political leaders. Today, one of its main purposes is to protect non-unionized workers in unskilled jobs, although it can also influence, directly or indirectly, the level of compensation of other employees as well.<br />
A minimum wage constitutes a floor above which employees or their unions may negotiate with management for higher remuneration. However, it is rarely static: adjustments are required from time to time to maintain its relevance in changing economic and social conditions.<br />
The different governments of Mauritius since independence have been all reluctant to set a minimum wage which employers may legally pay to workers. This is because of the possible drawbacks that it can bring to the economy of the country. These can be principally:<br />
It tends to hurt small businesses more than large businesses because they operate in a small-scale with a small market demand for their products or services.<br />
It may cause price inflation as businesses try to compensate by raising prices of the goods and services being sold.<br />
It reduces quantity demanded of workers, either through a reduction in the number of hours worked by individuals, or through a reduction in the number of jobs.<br />
There are other downsides but these are the main ones that a developed (Germany experienced it) and a developing economy usually may face while trying to implement a minimum wage pay for the registered employees.<br />
However, there is evidence that shows that it is a success in developed countries but also in developing countries (such as Botswana, Malta) as well, enjoying wide support from the public and key stakeholders.<br />
Together with the Working Time Regulations and the working families’ tax credit, the minimum wage provides protection for low-paid workers against gross exploitation and plays a key role in the Government’s ‘making work pay’ strategy if it really means it.<br />
Women workers, particularly those who work in the textile industry or the EPZ doing a low-skilled job, can gain most – because women make up the majority of low-paid workers.<br />
Still concerning women, the government has the objective of reducing the female unemployment so as to reduce the unemployment rate as they constitute a high percentage of the number of unemployed in Mauritius. Thus, with the minimum wage pay policy, women will be more willing to go for a job instead of staying at home. So with this, the gender pay gap can also be reduced quite significantly (more than 1% in other developing countries, for example in Malaysia) in the year following its introduction.<br />
Furthermore, many 18-21-year-olds or young adults around these ages can also gain considerably, particularly in occupations such as hairdressing, full time sales person in shops where wages have traditionally been extremely low. This will have the effect of reducing the young adult unemployment rate to a certain extent.<br />
Another policy reason for setting a minimum wage can be to ensure that income and profit are at least fairly distributed to workers working for private firms. Often in Mauritius we have the feeling that the post-tax profit of some companies are not shared for at least 1% to lower level employees who are the main cause of success of the organisations. So, the minimum wage can be the ultimate disguise measure for some companies to share a bit of their after tax revenue to their employees who before were unwilling to share some of the profits to the same employees.<br />
Moreover, an analysis of labour market data in developing countries (again Botswana and Malta) shows that implementation has been generally smooth. Despite dire predictions, there have been no job losses. The economy continues to grow and new jobs are created, even in the traditionally lowest paying sectors. It is obvious that if we duplicate exactly what other developing countries have done it may not work here. So it is crucial to implement it within the Mauritian economical and societal specificities. Of course, it is empirical that organisations improve their efficiency to be able to sustain the minimum wage pay for their employees. So therefore, in the same vein, it can be used as a “yardstick” measure to counter the inefficiency problem once for all of many public and private organisations here in Mauritius.<br />
